Details: When people are very busy with school or work, they can't afford to just hang around and 'chill'.  However, if your opportunity cost of chillin', what you would be doing if you weren't chillin', is quite low then it is easy to imagine just hanging out with a friend and having a great time.  In the song, it's clear he doesn't have much else going on "no where to go, no where to be...nothing but time tonight" so he's "cool with just chillin' it".  As a result of having a low opportunity cost, a good decision is made to spend time with his significant other.
